The Long March 5B core booster stage is a massive liquid fueled rocket that China is using to lift modules of its new Tiangong space station to low Earth orbit. But they have no ability to direct the core stage to fall safely into a ocean. Debris from the second such booster fell into waters near the Philippines, China said today.
